Fiber carries light instead of electrical current, so it isn't affected by electromagnetic interference and can run far longer distances at higher speeds. That makes it the default for data center backbone, spine-leaf fabric, building-to-building links, and any run where copper's ~100-meter limit or interference would be a problem. The tradeoff is that fiber links need transceivers (optics), which add cost per port.
For short connections — server to switch, top-of-rack, horizontal runs under ~100 meters — copper is simpler and cheaper because it uses inexpensive RJ45 terminations and no optics. Categories like Cat6a handle 10G across a full 100-meter channel, and Cat8 pushes 25G/40G over short in-rack links.
